Urges Congress to call a Constitutional convention under Article V to propose amendments requiring a balanced federal budget that accounts for all federal obligations with exceptions for national emergencies and security threats

Seeks constitutional amendments to impose spending limits on the federal government and require extraordinary vote majorities for new or increased federal taxes and revenues

Requests constitutional amendments prohibiting unfunded federal mandates and limiting Congress's ability to require states to spend money unless the federal government provides full funding for those requirements

Supersedes all previous Florida memorials on constitutional conventions passed in 1976 and revoked in 1988, and includes a self-nullifying clause if the resolution is used to support a convention for any purpose other than balanced budget or limiting unfunded state spending requirements

Directs copies of the resolution to the President of the United States Senate, Speaker of the House, Florida's congressional delegation, and presiding officers of all state legislatures
