Appropriates $1.35 million from the General Revenue Fund to compensate William Dillon for 27 years of wrongful incarceration, calculated at $50,000 per year plus back interest compounded annually and additional damages for physical harm as determined by a Special Master.

Directs the Chief Financial Officer to purchase an annuity with the appropriated funds through an insurance company or financial institution selected by William Dillon.

Waives tuition and fees for William Dillon for up to 120 hours of instruction at Florida career centers, community colleges, or state universities, provided he meets regular admission requirements and maintains satisfactory academic progress.

Requires William Dillon to execute a release and waiver on behalf of himself and his heirs, successors, and assigns releasing the State of Florida and related entities from all present and future claims arising from his conviction and incarceration.

Specifies that the state does not waive sovereign immunity, that this compensation is the sole compensation for all related claims, and prohibits additional awards for attorney's fees, lobbying fees, or other similar expenses.
