Appropriates $1 million from the General Revenue Fund to the Agency for Persons with Disabilities for relief of Eddie Weekley and Charlotte Williams as co-personal representatives of their deceased son Franklin Weekley's estate.

Compensates parents for injuries and damages resulting from negligence related to Franklin Weekley's disappearance and death while in care of Marianna Sunland Center in December 2002; remains were found in a basement in October 2004.

Provides that the $1 million appropriation combined with $300,000 previously paid by the agency constitute sole compensation for all present and future claims arising from Franklin Weekley's disappearance and death.

Limits attorney's fees, lobbying fees, costs, and other similar expenses to no more than 25 percent of the $1 million award.

Directs the Chief Financial Officer to issue a warrant for $1 million to Eddie Weekley and Charlotte Williams upon enactment.
