Appropriates $1.7 million annually for 10 fiscal years (2009-2010 through 2018-2019) to compensate Marissa Amora for injuries from Department of Children and Family Services employee negligence, totaling $17 million plus the $1.2 million previously awarded under chapter 2008-258 for a combined $18.2 million.

Directs the Chief Financial Officer to draw warrants of $1.7 million each fiscal year beginning in 2010-2011 to fund a structured settlement and annuity for Marissa Amora's lifetime habilitative care, to be paid from the Department's Administrative Trust Fund or General Revenue Fund if insufficient funds exist.

Requires the Department of Children and Family Services to include a specific $1.7 million appropriation request for nonrecurring funds in its annual legislative budget for the next 9 consecutive years.

Limits attorney's fees, lobbying fees, and related expenses to 25 percent of each annual payment and waives all state lien interests related to Medicaid, Medicare, and Agency for Health Care Administration expenses for Marissa Amora's treatment.

Designates the appropriation as a continuing appropriation and establishes the structured settlement payments as a state debt obligation under Florida law.
