Appropriates funds from the General Revenue Fund to the Department of Juvenile Justice to compensate victims who were abused while confined to the Florida School for Boys in Marianna and Okeechobee during the 1940s-1960s.

Addresses documented physical and psychological abuse including beatings with leather straps, sexual assault, and solitary confinement in dark cells known as "the hole" for up to 30 days.

Directs the Chief Financial Officer to issue a warrant to pay victims from the State Treasury for injuries and damages sustained from abuses perpetrated by reform school personnel.

Limits attorney's fees, lobbying fees, and related costs to 25 percent of the total amount awarded under the act.

Preserves the state's sovereign immunity defense and does not increase liability limits under Florida Statutes section 768.28.
