Appropriates $1,437,500 from the General Revenue Fund to Timothy Kulik as compensation for injuries sustained in a March 30, 1996 accident on Interstate 75 involving a Florida Highway Patrol trooper's negligence.

Appropriates $23,000 to Theresa Ann Kulik for loss of consortium related to the same incident.

Directs the Chief Financial Officer to draw warrants from the Department of Highway Safety and Motor Vehicles funds in the State Treasury to pay both amounts.

Limits attorney's fees, lobbying fees, costs, and similar expenses to 25 percent of the total amount awarded under the act.

Designates the appropriated amounts as sole compensation for all present and future claims arising from the described factual situation.
