Directs the Division of Administrative Hearings to appoint an administrative law judge to determine whether Brian Pitts is entitled to equitable relief for alleged wrongful acts by the State of Florida related to civil and criminal proceedings against him for unlicensed practice of law

Authorizes the administrative law judge to award Brian Pitts up to $350,000 in compensation if a preponderance of evidence shows the state committed wrongful acts, with a report due to legislative leaders by July 1, 2010

Limits attorney's fees, lobbying fees, costs, and similar expenses to no more than 25% of any amount awarded

Explicitly authorizes Brian Pitts to practice law as a lay counselor or lay representative under various existing Florida statutes and court rules, including in administrative proceedings, mediation, small claims court, and when using approved forms

Declares that Brian Pitts' appearances and testimony before the Legislature do not constitute the practice of law and preserves his right to represent himself in legal proceedings
