Appropriates $30,760,372.30 to Eric Brody as compensation for injuries sustained in a March 3, 1998 car accident involving a Broward County Sheriff's Deputy traveling at excessive speed.

Authorizes the Sheriff of Broward County to assign all claims against its insurance carrier (including bad faith claims) to Brody's legal guardians within 30 days of enactment, allowing them to pursue recovery from the insurer.

Requires Brody's legal guardians to execute a complete satisfaction and release of the judgment against the Broward County Sheriff's Office if the assignment is made, protecting the Sheriff's Office from direct enforcement of the judgment.

Caps attorney's fees, lobbying fees, and related expenses at 25 percent of the total award ($30,760,372.30), except for fees awarded by court or earned through prosecution of assigned insurance claims.

Establishes that the statutory payment of $200,000 under Florida law and the legislative appropriation provide sole compensation for all claims arising from the accident.
