Proposes creation of Section 28 of Article I of the State Constitution to be submitted to Florida voters at the next general election or earlier special election

Prohibits laws or rules from compelling any person, employer, or health care provider to participate in any health care system

Allows persons, employers, and health care providers to pay for or accept direct payment for lawful health care services without penalties or fines

Permits purchase or sale of health insurance in private health care systems subject to reasonable rules that do not substantially limit options

Exempts the amendment from affecting which services providers must perform, which services are permitted by law, workers' compensation care, pre-existing laws as of March 1, 2010, or negotiated insurance contract provisions limiting copayments and deductibles
