Deletes the provision allowing the Department of Transportation to lease existing toll facilities through public-private partnerships (with the exception of the Florida Turnpike System).

Retains authorization for the department to develop new toll facilities or increase capacity on existing toll facilities through public-private partnerships, with proper operation, maintenance, and renewal standards.

Requires toll revenues to be regulated by the department and includes provisions for negotiated revenue sharing between the private entity and the department over the life of the partnership agreement.

Removes the requirement that the department provide analysis to the Legislative Budget Commission for review and approval prior to awarding contracts on leases of existing toll facilities.

Takes effect July 1, 2010.
