Establishes the Statewide Legacy Communities Initiative to support economic development and cultural preservation in historically significant communities of color facing gentrification and disinvestment.

Creates the Urban Empowerment Corporation within the Department of Community Affairs to serve as coordinating organization, with a five-member board of directors appointed by the Governor and a legacy consulting team providing technical assistance to participating communities.

Designates Coconut Grove in Miami-Dade County as the pilot legacy community, with 20 additional communities to be included including Brownsville, Little Haiti, Liberty City, Overtown, Key West, and others across the state.

Supports twelve categories of services including community land trusts, youth initiatives, cultural preservation, economic development, community organizing, workforce development, and male mentoring programs focused on crime prevention and family strengthening.

Requires revitalization plans for each community developed through stakeholder engagement that address history, current conditions, community involvement processes, and strategies for preservation and sustainable development; appropriates unspecified funds from General Revenue Fund for implementation in fiscal year 2010-2011.
