Extends the waiting period for concealed carry license eligibility from 3 years to 5 years for applicants with controlled substance convictions, substance abuse commitments, or habitual alcohol/substance impairment

Increases from 3 years to 5 years the time that must elapse before applicants with withheld adjudication or suspended sentences for felonies, misdemeanor domestic violence crimes, or violent misdemeanors can obtain a license

Requires license revocation if a licensee is found guilty of violent crimes within the preceding 5 years (increased from 3 years)

Extends from 3 years to 5 years the lookback period for second DUI convictions that trigger license suspension or revocation

Clarifies that suspended licenses remain suspended until charges are dismissed or nolle prossed by the state attorney's office, Office of Statewide Prosecution, or a court of competent jurisdiction
