Prohibits use of electronic communication devices to compose, send, read, or view text-based communications while operating a motor vehicle on streets or highways, effective July 1, 2010

Defines "text-based communication" as digital communications manually created and electronically transmitted between devices, including text messaging, e-mail, instant messaging, paging, and requests to access Internet pages

Exempts law enforcement officers, emergency medical services personnel, persons requesting emergency assistance, persons reporting illegal activity or traffic hazards, persons using permanently mounted mobile data terminals for commercial purposes, and persons adjusting vehicle safety or audio equipment

Classifies violations as noncriminal traffic infractions punishable as nonmoving violations under chapter 318
