Requires respondents to pay all costs associated with operating the monitoring device, with the option for courts to order community service in lieu of payment.

Permits petitioners to request termination of GPS monitoring at any time without court sanctions or penalties.

Makes it a first-degree misdemeanor to remove a GPS monitoring device without written court permission.
