Reduces judicial nominating commission size from 12 to 9 members: three appointed by the Board of Governors of The Florida Bar, three appointed by the Governor, and three appointed by majority vote of the other six commission members.

Requires at least one member of each three-member appointment group to be a member of a racial or ethnic minority group or a woman.

Transfers appointment authority for lawyer members from the Governor to the Board of Governors of The Florida Bar, who select directly rather than submitting a list of nominees.

Requires that if a commission does not comply with diversity requirements on July 1, 2010, at least every other appointment to that commission must be a member of a racial or ethnic minority group or a woman until diversity requirements are met.

Takes effect July 1, 2010.
