Creates Florida Statute 876.211 prohibiting placement of a noose in public places, on another's property without written permission, or in any exhibit with intent to intimidate

Applies only when noose is placed with intent to deprive persons of equal protection under law, interfere with rights secured by federal/state/local law, or intimidate/threaten/harass another person

Establishes placement of noose as a first-degree misdemeanor punishable under Florida Statutes sections 775.082 or 775.083

Takes effect July 1, 2010
