Authorizes supervisors of elections to designate public universities, colleges, and community college facilities as early voting sites, in addition to existing options like city halls and libraries.

Requires supervisors of elections to establish early voting hours for each county that must be between 8 and 12 hours per day.

Sets early voting period from the 15th day before an election through the 2nd day before the election, or 8th through 2nd day for special elections held under s. 100.101.

Requires early voting sites to open no sooner than 7 a.m. and close no later than 7 p.m. on applicable days.

Effective date: July 1, 2010.
