• Specifies 14 major military installations in Florida and their associated local governments required to coordinate on land use compatibility, with the Florida Council on Military Base and Mission Support authorized to recommend changes to this list based on encroachment potential

• Requires affected local governments to transmit proposed comprehensive plan and land development regulation changes to military commanding officers, and at their request, transmit development applications requesting height, lighting, or noise restriction variances within military zones of influence

• Mandates mediation and establishes December 31, 2013 deadline for local governments to adopt compatibility criteria in their future land use plans, with sanctions available through the Administration Commission if criteria are not adopted

• Eliminates seaport access credential fees and requirements for affidavits, fingerprint-based criminal history checks, and a statewide seaport access eligibility reporting system previously administered by the Department of Law Enforcement

• Authorizes temporary professional licenses for spouses of active duty military members, allows the Adjutant General to employ a second Assistant Adjutant General for Army, and revises accreditation standards for the Educational Dollars for Duty education assistance program to include federally recognized accrediting bodies
