Establishes the "Florida Unborn Victims of Violence Act" and defines "unborn child" as a member of the species homo sapiens at any stage of development carried in the womb for purposes of vehicular homicide and related offenses.

Amends vehicular homicide statute (s. 782.071) to replace "viable fetus" terminology with "unborn child" and clarifies the definition applies only to that section unless specifically cross-referenced in other statutes.

Modifies murder and manslaughter statutes (s. 782.09) to replace outdated "unborn quick child" terminology with "unborn child" while maintaining same penalties for unlawful killing of unborn children through injury to the mother.

Updates DUI manslaughter provisions (s. 316.193) to recognize death of unborn child as equivalent to death of human being with mandatory minimum 4-year imprisonment sentence.

Conforming changes made to employment screening standards (ss. 435.03, 435.04) and criminal offense severity rankings (s. 921.0022) to reflect revised terminology; effective October 1, 2010.
