Eliminates quarterly reporting requirement for state attorneys to submit deviation memoranda to the Florida Prosecuting Attorneys Association when offenders do not receive mandatory minimum sentences in firearm-related cases

Removes annual reporting requirement for state attorneys to submit deviation memoranda regarding offenders who do not receive mandatory minimum sentences in reoffender cases, with demographic categorization by age, gender, race, and ethnicity

Repeals section 775.08401 establishing criteria for state attorneys to pursue habitual felony offender and habitual violent felony offender charges, and repeals section 775.087(5) requiring reporting on cases where defendants did not receive mandatory minimum sentences

Modifies section 938.27 to remove the burden on defendants to demonstrate their financial resources and financial needs in disputes over prosecution costs; burden of demonstrating cost amounts remains on the state attorney

Repeals subsection (4) of section 985.557 relating to direct-file policies and guidelines for juveniles; effective July 1, 2010
