Requires physicians and other persons with knowledge of a licensed driver's or applicant's mental or physical disability affecting driving ability to report such knowledge to the Department of Highway Safety and Motor Vehicles (changed from discretionary to mandatory reporting)

Specifies that reports must be made in writing and include the person's full name, date of birth, address, and description of the alleged disability for individuals over 15 years of age

Provides immunity from administrative, civil, and criminal liability for physicians, persons, or agencies who make reports required under this section

Maintains confidentiality of reports and limits their use solely to determining driver qualifications; prohibits reports from being used as evidence in civil or criminal trials or court proceedings
