Changes mover and moving broker registration from annual to biennial renewal, with registration fees calculated at $300 per year ($600 biennially), and authorizes the department to extend expiration dates up to 12 months to establish staggered renewal dates.

Allows movers to exclude liability for household goods packed by shippers if the mover declares the exclusion and the shipper declines in writing to permit inspection of the packed items.

Authorizes movers to refuse transportation or shipment of household goods before moving if the mover notifies the shipper and receives written acknowledgment of the refusal.

Preempts local ordinances and regulations governing movers and moving brokers statewide, except for ordinances originally enacted by counties before January 1, 2010, which may impose reasonable registration fees not exceeding administrative costs and limit registration and bonding requirements to movers with principal places of business in that county.

Exempts local business taxes under chapter 205 from preemption and eliminates the requirement for movers and moving brokers to obtain separate local licenses or registrations in addition to state registration.
