Authorizes certified optometrists to administer and prescribe oral ocular pharmaceutical agents in addition to topical agents for diagnosis and treatment of ocular conditions.

Establishes a fixed formulary of oral medications certified optometrists may prescribe, including specific analgesics (limited to 72 hours), antibiotics (amoxicillin, azithromycin, ciprofloxacin, dicloxacillin, doxycycline), antivirals (acyclovir, famciclovir, valacyclovir), and anti-glaucoma agents (limited to 72 hours), which cannot be modified by the Board.

Prohibits the formulary committee from reviewing requests or issuing opinions regarding oral ocular pharmaceutical agents and restricts the Board's ability to add, delete, or modify oral agents on the formulary.

Amends the drug control law to recognize certified optometrists as practitioners but prohibits them from administering or prescribing Schedule I or Schedule II controlled substances.

Updates examination requirements to include oral administration and side effects of ocular pharmaceutical agents and becomes effective July 1, 2010.
