Authorizes courts to seal a criminal history record of a person who had a prior record previously sealed or expunged, subject to new conditions established in subsection (5)

Requires that a person seeking a second sealing must have had only one prior expunction or sealing, not been arrested in Florida during the 5-year period before application, and not previously sealed or expunged a record involving the same offense

Updates existing sealing requirements by modifying language in subsections (1), (2), and (3) to reference the new provisions allowing second sealings with the department's certificate of eligibility

Maintains all other existing provisions regarding criminal history record sealing, including prohibitions on sealing certain violent and sexual offenses, processing procedures, and confidentiality protections

Effective date: July 1, 2010
