Authorizes the Department of Corrections to adopt rules for installing and operating an inmate video visitation system in state correctional facilities.

Requires the department to evaluate the feasibility of a video visitation system using mobile computers with webcams or fixed kiosks that allow inmates to communicate with visitors' personal computers outside the facility on a cost-neutral basis.

Directs the department to estimate startup and operational costs, prepare a model departmental website for visitor communication, and develop a cost schedule requiring inmates or their families to pay all expenses associated with video visitation.

Establishes legislative intent that video visitation technology increases visit frequency and quality, improves inmate behavior, and reduces recidivism when used to supplement existing in-person family visitation services.

Takes effect July 1, 2010.
