Amends Florida Food Safety Act to include tomato repackers as food establishments subject to regulatory oversight by the Department of Agriculture and Consumer Services

Establishes minimum food safety standards for producing, harvesting, packing, and repacking tomatoes, with rules covering water use, fertilizers, sanitation, employee hygiene, training, and recordkeeping

Authorizes department inspections of tomato farms, greenhouses, packinghouses, and repacking locations, with administrative penalties up to $5,000 per violation for noncompliance

Creates presumption that tomatoes are safe for human consumption when producers document compliance with department rules and best management practices, unless inspections reveal noncompliance

Exempts tomatoes sold directly by growers on-site, at farmers markets, U-pick operations, or roadside stands (limited to 50 pounds per customer per day) from food safety standards
