Amends Florida law to require special elections or special primary elections be held to fill vacancies in U.S. Senate seats representing Florida.

Modifies vacancy-filling procedures so the Governor is not required to call a special election for a U.S. Senate vacancy if no session of Congress is scheduled during the unexpired portion of the term.

Applies the same election procedures and timelines to congressional vacancies as those used for state legislative vacancies, including minimum 2-week intervals between primary and general elections.

Repeals section 100.161, Florida Statutes, which previously addressed filling vacancies in Florida's U.S. Senate representation.

Effective date: July 1, 2010.
