Increases relocation payments for mobile home owners: changes moving expense reimbursement to 60 percent of the lesser of three written estimates (replacing fixed $3,000/$6,000 caps), and increases abandonment payments from $1,375/$2,750 to $2,800/$5,600 for single-section and multisection homes respectively.

Requires mobile home park owners to notify homeowners' associations of any bona fide purchase offers received, and grants associations right of first refusal to purchase the park within 45 days at the same price and terms as unsolicited offers.

Restricts homeowners' associations purchasing parks to executing contracts only for the park they represent, and adds 10-day extension periods if park owners lower prices or change offer terms.

Revises relocation standards by requiring government agencies to confirm that affordable and adequate mobile home parks exist within the same county before approving rezoning or actions resulting in mobile home owner removal or relocation.
