Prohibits using electronic communication devices to compose, send, or read text-based communications (including text messaging, email, instant messaging, or paging) while operating a motor vehicle on streets or highways

Exempts law enforcement officers and emergency medical services personnel performing official duties from the prohibition

Exempts persons using devices to report illegal activities, summon emergency help, or prevent injury or damage to persons or property

Establishes violation as a noncriminal traffic infraction with a fine of $100 per offense

Takes effect July 1, 2010
