Agency for Health Care Administration, in consultation with the Office of Insurance Regulation, shall conduct a study evaluating the medical necessity, efficacy, and costs of requiring health insurers and HMOs to cover cranial-skull-molding orthotics and other therapies for deformational or positional plagiocephaly

Study shall assess gaps in coverage for plagiocephaly treatment in small and large group insurance markets and evaluate Medicaid and Children's Medical Services Program benefits for affected children

Agency may contract with actuaries and health insurance experts to assist in evaluating coverage necessity, efficacy, and costs

Agency shall report findings and recommendations to the President of the Senate and Speaker of the House by January 1, 2011

$25,000 appropriated in nonrecurring funds from the Insurance Regulatory Trust Fund to the Office of Insurance Regulation for fiscal year 2010-2011; effective July 1, 2010
