Directs the Department of Transportation to maintain training programs for engineering graduates and employees in right-of-way property management, real estate appraisal, and business valuation, with provisions for salary increases upon completion of training phases.

Eliminates the requirement for annual updates to the Florida Transportation Plan, changing it to updates at least once every 5 years or as necessary to reflect substantive changes to federal or state law.

Removes the requirement to develop a short-range component of the Florida Transportation Plan and eliminates the requirement to develop an annual performance report.

Updates cross-references in sections relating to proposed turnpike projects, the Transportation Regional Incentive Program, and the Enhanced Bridge Program for Sustainable Transportation to reflect changes to section 339.155.

Takes effect July 1, 2010.
