Amends Florida Statutes section 409.904 to establish the monthly personal needs allowance for residents of nursing facilities, intermediate care facilities for the developmentally disabled, and state mental hospitals at $70 per month.

Changes the personal needs allowance from a variable amount based on appropriations to a fixed monthly amount of $70.

Applies to eligible Medicaid recipients whose income does not exceed 300 percent of the SSI income standard and who meet applicable asset standards.

Takes effect July 1, 2010.
