Amends Florida Statutes section 1001.26 to expand the public broadcasting program system to include nondenominational television stations licensed as full-power educational broadcast stations by the Federal Communications Commission as of July 1, 2010.

Authorizes state funding and support for nondenominational television stations meeting the above criteria in addition to existing Corporation for Public Broadcasting qualified stations.

Allows the Department of Education to provide equipment, funds, and services to extend and update educational television and radio systems for tax-supported and nonprofit facilities that are either Corporation for Public Broadcasting qualified or nondenominational full-power educational broadcast stations.

Maintains existing eligibility requirements for new stations to provide either first service to unserved audiences or significant new program services as defined by State Board of Education rules.

Takes effect July 1, 2010.
