Clarifies that dentists may not delegate irremediable tasks but may delegate remediable tasks to dental hygienists under specified conditions, with detailed lists of which tasks are remediable and delegable in different practice settings

Requires the Board of Dentistry to adopt rules to implement provisions regarding health access settings, dental hygienist scope of practice, and delegation of duties; effective July 1, 2010
