Prohibits persons and political committees from contributing more than $500 to any candidate or political committee supporting or opposing candidates in any election.

Adds new $500 aggregate contribution limit for donations to committees of continuous existence or electioneering communication organizations.

Exempts state and county executive committees of political parties and candidate contributions to their own campaigns from contribution limits.

Restricts unemancipated children under 18 years old to contributions not exceeding $100 to any candidate or supporting political committee.

Applies contribution limits separately to primary and general elections, except for retention elections for justices and judges which count as a single election; effective July 1, 2010.
