Creates the Reactive Drywall Mitigation Act within Florida Statutes, requiring reactive drywall mitigation work to be performed only by employees of licensed reactive drywall mitigation businesses.

Establishes licensing requirements through the Department of Business and Professional Regulation, including proof of completed courses or passed examinations, evidence of financial responsibility, and biennial license renewal with continuing education.

Sets fee caps at $125 for application, $200 for initial license, and $400 for biennial renewal, with department authorized to establish additional fees for examination, reexamination, and other licensing costs.

Exempts residential property owners performing mitigation on their own property, employees of businesses performing mitigation on employer property, and certain licensed professionals under chapters 471, 489, and other specified regulations.

Authorizes the department to establish disciplinary penalties up to $5,000 per offense for violations, including license denial, revocation, suspension, probation, and reprimand, and requires the department to adopt standards for mitigation practices and approve training courses.
