Deletes the requirement that reporting on the Everglades research and monitoring program begin March 1, 2006, making the reporting requirement ongoing without a specific start date.

Maintains the South Florida Water Management District and Department of Environmental Protection's responsibility to conduct research and monitoring programs evaluating water quality, ecological and hydrological needs, and effectiveness of best management practices and stormwater treatment areas in the Everglades Protection Area.

Requires the research and monitoring program to include optimization of stormwater treatment area design and operation, identification of alternative treatment methods, and development of phosphorus criteria for the Everglades.

Mandates that the district and department issue annual peer-reviewed reports as part of the consolidated annual report under section 373.036(7), summarizing data, findings, and water quality parameters exceeding state standards.

Takes effect July 1, 2010.
