Deletes an obsolete provision requiring the Department of Environmental Protection to submit a report to the Governor and Legislature by January 1, 2008 regarding names and locations of Florida Circumnavigation Saltwater Paddling Trail segments.

Maintains the department's authority to establish initial starting and ending points for trail segments within 180 days after the effective date and to officially name and locate the remaining 25 trail segments.

Preserves the department's discretion to adjust trail segment locations, provide official recognition to sites, publish trail guides, and resolve conflicts between competing parties based on geographical boundaries, safety, management ease, and community preferences.

Retains the advisory role of the Florida Greenways and Trails Council on all matters relating to the paddling trail.

Effective date: July 1, 2010.
