CS for CS for SB 570 - Environmental Protection

• Revises greenhouse gas reporting requirements for major emitters by removing mandatory use of The Climate Registry and allowing the department to establish its own methodologies and reporting systems for emissions data.

• Requires all public entities and state agencies to annually report recycling data to their counties; encourages private businesses to voluntarily report recycling rates beginning January 1, 2011; establishes a Recycling Business Assistance Center by December 1, 2010 to develop markets for recyclable materials.

• Sets statewide recycling goals requiring counties to recycle 40% of municipal solid waste by December 31, 2012, increasing to 75% by December 31, 2020; establishes similar benchmarks for construction and demolition debris recycling.

• Requires counties to provide recycling data to the Department of Environmental Protection by April 1 annually; directs the department to report biennially to the Legislature on progress toward state recycling goals and provide recommendations if benchmarks are not met.

• Creates requirements for construction and demolition debris facilities to report processing and recycling data; mandates state buildings and public airports collect and recycle beverage containers and recyclable materials; repeals the Recycling Markets Advisory Committee.
