Prohibits importing, selling, or releasing wild animals not native to Florida without authorization from the Fish and Wildlife Conservation Commission, and requires all wildlife sales with delivery occurring in Florida to be commission-authorized regardless of where the transaction originated

Adds violations related to conditional species, prohibited species, and reptiles of concern to Level Two penalties, with mandatory minimum $100 fine and immediate surrender of wildlife unless a lawful permit is obtained

Establishes civil penalties of $1,000 to $10,000 per animal for criminal violations involving nonnative wildlife, with amounts adjusted based on compliance history, economic benefit gained, and commission recovery costs

Requires $10,000 financial responsibility bond or $2 million liability insurance for possession or public exhibition of Class I wildlife (dangerous animals like large cats, bears, and primates)

Directs the Fish and Wildlife Conservation Commission to evaluate by January 1, 2015, whether to further restrict or ban possession of reptiles of concern
