Deletes the obsolete September 1, 2008 deadline requiring the Department of Environmental Protection to initiate rulemaking on water quality credit trading among pollutant sources to a water body or water body segment

Maintains the department's authorization to adopt rules for water quality credit trading that must address the process for generating, quantifying, and validating credits

Requires a publicly accessible water quality credit trading registry to track credits, trading activities, and prices paid for credits

Establishes that rules must include limitations on credit availability and use, eligible pollutants or parameters, minimum water quality requirements, and adjustments for best management practice uncertainties and location factors

Takes effect July 1, 2010
