Establishes the Advisory Committee on State Procurement to evaluate state procurement processes and contracting within the executive branch, including the Department of Financial Services and Department of Agriculture and Consumer Services.

Committee composition includes 11 members: three appointed by Senate President, three by House Speaker, three by Governor, one by Chief Financial Officer, and one director of the Office of Program Policy Analysis and Government Accountability, with specified partisan and non-government representation requirements.

Committee shall study state procurement laws, policies, procedures, and management processes to promote economy, efficiency, competitiveness, fair dealing, and elimination of duplication and redundant requirements.

Committee powers include holding hearings, acquiring information from state agencies, procuring expert services and consultants, and entering contracts with private organizations for studies and reports.

Committee shall submit final report of findings and recommendations by December 31, 2011, and shall cease operations 120 days after submitting final report; $3.5 million appropriated from General Revenue Fund for 2010-2011 fiscal year.
