Creates section 215.125, F.S., authorizing county commissions and municipal governing bodies to pursue collection of unpaid fees, service charges, fines, or costs that remain unpaid for 90 days or more

Allows counties and municipalities to refer collection accounts to private attorneys (Florida Bar members in good standing) or collection agents (registered under chapter 559) if determined cost-effective

Permits counties and municipalities to prescribe applicable procurement practices for collection agents and private attorneys

Limits collection fees, including attorney's fees, to a maximum of 40 percent of the amount owed at the time the account is referred for collection, with fees added to the balance owed

Takes effect July 1, 2010
