Proposes constitutional amendment to create an elected five-member Public Service Commission within the executive branch, replacing the current governor-appointed commission in the legislative branch

Commission members would be elected by voters rather than appointed by the Governor, with all five seats subject to election in 2012

Prohibits PSC candidates from accepting campaign contributions from employees, lobbyists, officers, directors, or agents of regulated utilities, their affiliates, and related business entities

Extends contribution ban to law firms and trade associations that were parties to PSC proceedings within two years before the contribution, and to entities funded by regulated utilities

Amendment would take effect January 8, 2013, but would govern primary election qualifying and 2012 primary elections
