Establishes clean energy portfolio standards requiring electric utilities to supply 7% clean energy by 2014, increasing to 20% by 2022, with compliance through direct production or purchase of clean energy credits.

Defines clean energy sources in three classes: Class I (wind and solar), Class II (other Florida clean energy), and Class III (nuclear and fossil fuels with carbon capture), with a 25% cap on Class III compliance.

Authorizes utilities to recover conversion costs of existing fossil fuel plants to biomass facilities and encourages joint ownership of nuclear power plants to minimize financial risk.

Creates a natural gas delivery surcharge mechanism allowing utilities to recover costs of constructing natural gas infrastructure in underserved areas, capped at 2% of annual nonfuel revenue and expiring December 31, 2015.

Requires the Florida Energy and Climate Commission to report on low-income household energy efficiency programs by December 1, 2010, and establishes that commissioners' terms begin October 1 and end September 30.
