Department of Corrections and Parole Commission must establish agreements to implement the federal Immigration and Customs Enforcement Rapid Removal of Eligible Parolees Accepted for Transfer (REPAT) program for deporting eligible aliens from state prisons.

Control Release Authority may establish control release dates for deportable aliens after they serve a minimum of 50 percent of their court-imposed sentence, allowing early release for deportation purposes before sentence expiration.

Eligible aliens must voluntarily waive all administrative and judicial appellate rights in writing and agree to cooperate with federal authorities to obtain travel documentation and facilitate removal.

Control Release Authority must provide written notice to aliens that reentering the United States requires return to state custody to complete their remaining sentence, and aliens must waive extradition rights.

Department must compile statistics on the program including number of aliens transferred to federal custody, actually removed, who reenter the United States, and cost-avoidance achieved; effective July 1, 2010.
