• Mandates DEP to notify local government officials, state legislators, property owners within specified radii (250-500 feet depending on rehabilitation type), and school district superintendents of contaminated sites.

• Requires school district superintendents, private school principals, and child care facility owners to provide annual notice to teachers and parents/guardians about contamination at or near their facilities during site rehabilitation.

• Authorizes local governments to mail notices to homeowners' associations and neighborhood associations within affected areas, and allows DEP and local governments to recover notification costs from responsible parties except for state-funded cleanups.
