Amends the definition of "legislative body" under Florida's collective bargaining law to designate the sheriff, tax collector, property appraiser, supervisor of elections, and clerk of the circuit court as the legislative body for their respective employees for purposes of resolving bargaining impasses.

Allows counties to transfer the duties of abolished constitutional officer positions to other elected or appointed charter officers, provided the county charter was approved by voter referendum and is not inconsistent with state general law or special law.

Permits another governmental body to serve as the legislative body for firefighters, emergency medical technicians, or paramedics if the sheriff has contracted with that body to function as their employer.

Takes effect July 1, 2010.
