Mandates surcharge be shown as a separate line item on customer bills with annual reconciliation based on a 12-month period ending December 31, comparing revenue received to eligible costs, with differences recovered or refunded over the following 12 months.

Limits eligible projects to water and wastewater infrastructure completed after the utility's last rate base test year, including water quality improvements, main replacements, fire hydrant installation, sewer relining, and interconnection projects.

Requires utilities to maintain detailed project schedules available for public inspection showing plant account information, project descriptions, costs, and closing dates.
