Ratifies and approves the Gaming Compact between the Seminole Tribe of Florida and the State of Florida executed on April 7, 2010, and voids two prior agreements from 2007 and 2009.

Designates the Governor as the state officer responsible for negotiating and executing tribal-state gaming compacts with federally recognized Indian tribes, with all compacts requiring legislative ratification.

Authorizes the Seminole Tribe to operate slot machines, banking/banked card games (baccarat, chemin de fer, blackjack), and raffles/drawings at specified tribal facilities in Broward, Collier, and Hillsborough counties.

Establishes revenue distribution procedures where 3 percent of payments from the Tribe for gaming exclusivity is designated as local government share and distributed to specific counties and municipalities based on casino location.

Removes previous provisions regarding fund deposits to the Education Enhancement Trust Fund and repeals the prior compact authorization statute (s. 285.711).
